The Development Policy Research Month (DPRM) is celebrated every September to encourage the use of data and evidence in planning and policymaking among the country’s leaders and the public at large. It also aims to raise the public’s literacy on socioeconomic issues.
The DPRM is led by the Philippine Institute for Development Studies, the country's foremost socioeconomic think tank, pursuant to Presidential Proclamation 247 signed in 2002.
The Annual Policy Policy Conference (APPC) is the highlight and culminating activity of the DPRM. The theme of this year's APPC is "Innovating governance: Building resilience against COVID-19 and other risks".

The Philippine Institute for Development Studies (PIDS) held a virtual forum to kick off the celebration of the 18th Development Policy Research Month on the theme “Bouncing Back Together: Innovating Governance for the New Normal”.
Led by PIDS, the DPRM is an annual event held every September to promote awareness and understanding of the importance of policy research in formulating evidence-based policies, programs, and projects.
Panelists for this event included Assistant Secretary Rolando Toledo of the Department of Budget and Management, Assistant Secretary Carlos Abad Santos of the National Economic and Development Authority, Assistant Governor Iluminada Sicat, and Mayor Abigail Binay of Makati City.

Shortly after the opening program was the first of the four-part webinar series for this year’s Annual Public Policy Conference (APPC) on Innovating Governance: Building Resilience against COVID-19 pandemic and Other Risks. It focused on how the government should respond to the adverse impacts of the pandemic. Specifically, the webinar discussed key reforms that the Philippine government should pursue to be able to deal with current challenges and prepare for similar risks in the future.

It focused on institutional reforms necessary to achieve an agile and innovative governance in the midst of a volatile, uncertain, complex, and ambiguous world.

The Philippine Institute for Development Studies (PIDS), Mindanao Development Authority (MinDA), and Ateneo de Davao University jointly organized the 6th Mindanao Policy Research Forum on the theme “Bouncing Back in the New Normal through Countryside Development and Agricultural Resilience”. The forum highlighted the importance of innovating the agriculture sector in sustaining the country’s food production in the midst of the COVID-19 pandemic and boosting the sector’s resilience to natural hazards and other risks.
The sessions included topics on countryside development and agriculture resilience as well as discussions on bouncing back programs and new normal resilience strategies.

This webinar focused on innovations that are intended to upskill and strengthen the public sector workforce. It also tackled key issues in recruitment, performance, and capacities in government as well as highlight reforms that the Philippine civil service can adopt to become agile and innovative in the midst of crises.

This is the last of the four-part webinar series for this year’s Annual Public Policy Conference (APPC). This session discussed how developing countries like the Philippines can adopt and implement smart systems in governance to achieve resilience against future risks. Specifically, it focused on best practices, key elements for success, and barriers that the Philippines and other developing countries must overcome to succeed in implementing smart systems.
